Job Purpose

Interserve (Defence) LTD in Cyprus provide infrastructure support to the UK military bases located across the island.  Reporting into the Account Director, the Commercial Manager is an integral part of the in-country Senior Management Team and has full ownership and oversight of all commercial, financial and business support functions, leading and managing a well-established team of eight (8) permanent employees.


The Commercial Manager will work collaboratively with our Client (the Defence Infrastructure Organisation (DIO)), Interserve colleagues (both locally and in the UK) and our joint venture subcontractor (The Cyprus Service Provider (CSP)) to:

  • Manage all commercial aspects to ensure appropriate control and performance for which responsibility has been allocated to maximise revenue and margin within appropriate ethical and contractual parameters, whilst also having ownership of the cost and value reconciliation process locally and reporting to UK-based Sector Director, Senior Commercial Manager and others on the foregoing and all other commercial and contract enquiries/ queries.
  • Manage all financial aspects to ensure proactive management and control of our delegated budget, accurate forecasting to Senior Management in the UK, effective and timely cash flow to meet corporately approved targets, whilst also being responsible for assurance activities, audits, statutory returns and VAT matters.  This will also include the need to review and develop procedures and financial controls to monitor labour, plant, material, sub-contractor costs and control debt.
  • Manage all business support aspects of our endeavour to ensure all necessary requirements for permanent staff and visitors are satisfied in accordance with our corporate policies and procedures.
  • Manage contract risks and issues and work collaboratively with all necessary stakeholders to identify and capture risks and issues.
  • Support fraud prevention on the contract and chair the local Fraud Prevention Steering Committee meetings.
  • Act as the contract commercial focal point for the UK based PJOBs Commercial and Finance teams, and attend all appropriate Client, Customer and Interserve Commercial, Financial and Business Support meetings.
  • Develop a strong and professional commercial, finance and business support team and proactively manage the continuous professional development and annual reporting for those employed within the Team.
  • Any other duties that may arise from time to time at the discretion and direction of the Account Director, Sector Director and Senior Commercial Manager in support of the commercial, financial and business support functions on the contract.

Knowledge Skills & Experience

  • Commercial and financial experience within a main contracting organisation, including tendering, compilation of budgets, forecasts and monthly cost value reconciliations,
  • Detailed understand and proficient user of IT software applications (e.g., Microsoft Word and Excel) and capability to learn quickly to become a capable user of our deployed CAFM (i.e., Maximo).
  • Highly capable leader, manager and motivator of direct reports.


  • An intelligent and assiduous self-starter with a capability to understand complex issues, foresee potential risks and a confidence to take action to consult, negotiate and resolve matters proactively and positively,
  • An erudite highly professional, knowledgeable and enthusiastic individual with a capability to collaborate and negotiate effectively and provide detailed briefs on complex commercial and financial matters to senior leaders/ stakeholders (both in the UK and on-island),
  • An individual capable of leading, managing and motivating a team of specialist commercial and financial staff in an overseas setting,
  • A holder of a full UK or EU car driving licence.
